Each Domestic Annual Report collates data from the Coast Guard’s Marine Information Safety and Law Enforcement (MISLE) database regarding vessel population, inspections conducted, and deficiencies issued for the respective calendar year.
In 2018, the Coast Guard’s fleet of responsibility contained 19,679 vessels subject to inspection. Coast Guard Marine Inspectors (MIs) conducted 20,048 vessel inspections. Each annual report for the U.S. Flag fleet serves as a powerful tool and waypoint to study trends, identify key performance indicators, and bring attention to issues in the fleet.
It is important to recognize that the compliance date for implementation of 46 Code of Federal Regulations (CFR) Subchapter M was July 20, 2018. The preliminary 5 months of Subchapter M towing vessel data is included in the 2018 Domestic Annual Report.

Note: An error has been identified in the original 2017 Annual Report that impacted the Marine Casualty ratios. Corrections have been made to pages 6, 13, 15, 17, 19, and 21 of the original report to address the error.
