PACKAGED HAZARDOUS MATERIALS & BULK SOLID MATERIALS

 

PURPOSE

The CG-ENG-5 Division is responsible for developing standards and regulations for the carriage of packaged hazardous materials by vessel. This is done through coordination with the Pipeline and Hazardous Materials Safety Administration (PHMSA), who manages the hazardous materials regulations found in 49 CFR 171-180. The CG-ENG -5 division provides technical expertise to PHMSA for transport by vessel. The division also represents the United States at the International Maritime Organization's subcommittee on the Carriage of Cargoes and Containers (CCC) during the biennial update to the International Maritime Dangerous Goods (IMDG) Code.

The CG-ENG-5 Division is also responsible for developing standards and regulations for the carriage of solid bulk cargoes and hazardous ship's stores by vessel. The division represents the United States at the IMO's CCC Subcommittee during the biennial update of the International Maritime Solid Bulk Cargoes (IMSBC) Code.


PROCEDURES FOR FILING OF SPECIAL PETITION FOR BULK SOLIDS SPECIAL PERMIT

Solid hazardous materials cargoes listed in 46 CFR 148.01-7 Table of Permitted Cargoes may be transported in bulk on board vessels if they comply with the regulations in 46 CFR 148.01.  A petition for authorization to transport an unlisted cargo or to use alternative procedures must be submitted to the address below.

Each person to whom a special permit is issued under the terms of 46 CFR 148.01-9 shall comply with all requirements of part 148.01-11 (Special permits; standard conditions) except as specifically provided by the terms of the special permit.

SPECIAL PERMITS FOR PACKAGED HAZARDOUS MATERIALS

The CG-ENG-5 Division does not issue special permits for packaged hazardous materials in 49 CFR 171-180. This responsibility lies with PHMSA. Please see PHMSA's homepage for more information.


HAZARDOUS SHIP STORES

Hazardous ship's stores authorized for carriage on board a vessel is found in 46 CFR 147. Materials requiring Commandant approval (CG-ENG-5) are found in 46 CFR 147.40 and should be submitted in accordance with the procedures in 46 CFR 147.40.
