Regional Exam Centers (REC) pre-screen applications, administer examinations, conduct oversight of Coast Guard approved courses, and support community outreach programs. It is important that you provide the Regional Exam Center with a complete application package to avoid delay.

You MUST have a Transportation Worker Identification Credential (TWIC) from the Transportation Security Administration (TSA) before applying for a credential.

***IMPORTANT INFORMATION REGARDING COVID-19:
PLEASE READ CAREFULLY***

Monitoring Unit San Juan will re-open on August 24, 2020, for LIMITED exam services only.  Due to social distancing standards, the REC exam room will have limited seats.

Exam services will be by appointment ONLY.  No walk-in appointments are available, and all other application services will continue to be handled via email at: recmia@uscg.mil.

Mariners will be subject to COVID-19 screening questions and temperature checks.  Mariners with temperatures equal to or greater than one-hundred (100.4) degrees Fahrenheit will not be permitted to enter the REC and will need to reschedule their appointment.

Mariners experiencing COVID-19 symptoms (fever or chills, cough, shortness of breath or difficulty breathing, fatigue, muscle or body aches, headache, new loss of taste or smell, sore throat, congestion or runny nose, nausea or vomiting, or diarrhea), will not be permitted to enter the REC and will need to reschedule their appointment.

Mariners are required to wear a face covering at all times.  Those who refuse to wear a face covering, or who remove face coverings during exams, will be dismissed and could be subject to examination module failure.  Persons with documented health issues which prevent them from wearing face coverings must notify the REC when scheduling an appointment.

Mariners should bring their own #2 pencils, a non-programmable calculator (if applicable), and plotting equipment (if applicable).  No other personal belongings such as backpacks, cell phones and/or watches for example are allowed in the facility.

All counter service appointments and hand delivery of applications remain suspended until further notice. You can submitted your application via email which is the preferred method to recmia@uscg.mil, fax or mail.

Exam Room Hours:  Opens at 7:00am, which is 30 minutes before your scheduled examination to allow for registration. AM Session 7:30am -11:00am, PM Session 11:30am - 3:00pm, Monday through Friday (Excluding all Federal Holidays).

SCHEDULING AN EXAM:

  1. To schedule and exam call Monitoring Unit San Juan at 787-729-2368.
  2. You will need to provide the following information:
  1. Full name.
  2. Mariner reference number (MRN).
  3. Date(s) requesting exam.
  4. Cell phone number (For confirmation purposes).
  5. Have an approved-to-test letter to the email.

EXAM FEES:

  1. Any exam fees owed must be paid via the pay.gov online system before the first exam section is taken.  This requirement will be discussed and verified when your exam appointment is confirmed by the REC staff.

WHAT TO BRING WITH YOU ON TESTING DAY:

  1. Face covering.
  2. Photo ID (Loose, not in pocket/wallet).
  3. #2 Pencil.
  4. If applicable, a non-programmable calculator and any necessary plotting equipment (These items can be in a clear bag, if needed).

WHAT NOT TO BRING WITH YOU ON TESTING DAY:

  1. No personal belongings such as backpacks, cell phones, and/or watches for example are allowed in the facility.  Please store and lock all your personal belongings in your vehicle prior to proceeding to the REC.

Building Access:  The REAL ID Act of 2005 prohibits Federal agencies from accepting, for official purposes, driver's licenses and identification cards from states not meeting the Act's minimum standards (Oregon, Oklahoma). As of Friday, October 1, 2021, Federal agencies will be prohibited from accepting driver's licenses and identification cards from the listed states for accessing federal facilities and military installations. In order to gain access to an REC, you must provide a valid driver's license or identification card from a state that meets the Act's minimum standards OR by providing some form of currently valid federal identification (passport, TWIC, MMC, etc.). Failure to provide proof of acceptable identification will prevent you from entering the REC to conduct business which may affect your credential and/or application.

Please note that many states have implemented travel restrictions or quarantines for individuals arriving from certain high COVID areas of the country.  Before you travel to the REC, you are encouraged to check the state specific public health website for current restriction or quarantine information via the following link.
