Regional Exam Centers (REC) pre-screen applications, administer examinations, conduct oversight of Coast Guard approved courses, and support community outreach programs. It is important that you provide the Regional Exam Center with a complete application package to avoid delay.

You MUST have a Transportation Worker Identification Credential (TWIC) from the Transportation Security Administration (TSA) before applying for a credential.

REC Houston will re-open on August 24, 2020, for LIMITED exam services only.  Due to social distancing standards, the REC exam room will have limited seats.

Exam services will be by appointment ONLY.  No walk-in appointments are available, and all other application services will continue to be handled via email at:

Mariners will be subject to COVID-19 screening questions and temperature checks.  Mariners with temperatures equal to or greater than one-hundred (100.4) degrees Fahrenheit will not be permitted to enter the REC and will need to reschedule their appointment.

Mariners experiencing COVID-19 symptoms (fever or chills, cough, shortness of breath or difficulty breathing, fatigue, muscle or body aches, headache, new loss of taste or smell, sore throat, congestion or runny nose, nausea or vomiting, or diarrhea), will not be permitted to enter the REC and will need to reschedule their appointment.

Mariners are required to wear a face covering at all times.  Those who refuse to wear a face covering, or who remove face coverings during exams, will be dismissed and could be subject to examination module failure.  Persons with documented health issues which prevent them from wearing face coverings must notify the REC when scheduling an appointment.

Mariners should bring their own #2 pencils, a non-programmable calculator (if applicable), and plotting equipment (if applicable).  No other personal belongings such as backpacks, cell phones and/or watches for example are allowed in the facility.

All counter service appointments and hand delivery of applications remain suspended until further notice.

  1. Any exam fees owed must be paid via the online system before the first exam section is taken.  This requirement will be discussed and verified when your exam appointment is confirmed by the REC staff.

  4. If applicable, a non-programmable calculator and any necessary plotting equipment (These items can be in a clear bag, if needed).


  1. No personal belongings such as backpacks, cell phones, and/or watches for example are allowed in the facility.  Please store and lock all your personal belongings in your vehicle prior to proceeding to the REC.

Parking: Free parking is available.  However, due to recent vandalism and theft in the area, it is recommended that you secure all your valuables out of sight and lock your vehicle.
