The mission of the Office of Requirements and Analysis is to coordinate the assessment, analysis and identification of Authorities, Capabilities, Competencies and Partnerships necessary to meet Coast Guard mission (functional) requirements. The office oversees the development and management of a standardized, defendable and repeatable process to generate and maintain Coast Guard capability (operational) requirements in support of follow-on CG-9 acquisition activities. The office also develops and maintains modeling and simulation tools and conducts robust analysis of the Coast Guard System to improve the performance of all Coast Guard missions.
The Analysis team is the hub of operational/capabilities analyses for the Coast Guard. They quantify operational gaps and success across all CG capabilities, provide top Coast Guard and Department of Homeland Security (DHS) leadership, as well as Congress with comprehensive analyses that support ~$1.5B Procurement Construction & Improvements(PC&I) budget execution decisions. This team works across all domains: Surface, Air, Shore Forces, Specialized Capabilities, Intel, C5I, & Cyber to support DHS Joint Requirements Integration Management System (JRIMS) & analyses across HQ directorates in support of major/non-major acquisitions to field needed capabilities that support CG & joint DHS operations.
The Requirements Team oversees all Coast Guard operational capabilities requirements at the front end of all major acquisition projects. They provide management, oversight, and guidance in support of every CG-7 Capability Office to build all requirements documents that lead to successful approval by CG leadership and DHS for acquisition. The team's efforts focus on enabling the detailed articulation of operational requirements across the enterprise of Coast Guard missions and the Department. They ensure accurate and timely development of pre-acquisition requirements documents that provide traceability back to clear and concise user-defined capability gaps in accordance with the Requirements Generations Manual (COMDTINST M5000.4) and the DHS Joint Requirements Integration and Management System (JRIMS). ROs communicate directly with the DHS Joint Requirements Council (JRC) analysts and support the Component Requirements Executive (CG-7) and USCG Gatekeeper (CG-771) for operational requirements documentation validation by the JRC.
