Human Factors Integration

Commercial vessel design and operation are complex processes involving the integration of equipment with decision making.  CG-ENG-1 is responsible for ensuring that standards and policy decisions reflect the significance of the human element.  We also ensure that the risk of human error is reduced with fatigue management, safety management, and human systems interface considerations.

Key areas of focus include:

Human Interface Program- Incorporation of human factors into the design of the vessels is critical to mitigate mishaps in the maritime environment.  CG-ENG-1 applies validated research on human psychological, physical, and social capabilities and limitations during standards development and casualty review and advocates that the human element is appropriately addressed and human error mishap risks are mitigated.

Safety Management Systems- Organizational structure and behavior is critical to safety performance on vessels, and marine operators must equip masters with the proper policies and procedures to safety conduct marine operations and OCS activities.  CG-ENG-1 provides technical expertise during standards development and casualty review to ensure that company management adequately supports vessel crews.  Domestic and foreign regulations adopt the IMO International Safety Management (ISM) Code as the standard to development and audit of safety management systems.

On September 10, 2013, the Coast Guard published an Advance Notice of Proposed Rulemaking to require Safety and Environmental Management Systems (SEMS) on vessels engaged in OCS activities (78 FR 55230).  CG-ENG-1 is leading the project to develop the most effective safety management system standards for vessels engaged in high risk OCS activities.

 

Crew Endurance Management (CEM)- The CEM process provides the ability to maintain performance within safety limits while enduring job-related physiological, psychological, and environmental challenges.  CG-ENG-1 manages the voluntary CEM program for shipping industry employees by providing training certification and developing new trainers.
