Selection priority will be given to officers (active duty CWO and above) or civilians (GS-11 and above) that hold one Port State Control Officer qualification or one Domestic Marine Inspector qualification and are currently assigned to Sector AMI, JMI, AJMI positions that conduct foreign passenger vessel examinations. Active duty Petty Officers (E-5 and above), civilians (GS-9), and Marine Safety Center personnel will be considered on a case-by-case basis. We also advertise the course information to each cruise line, classification society and other industry stakeholders directly through our customer service representatives.

Prerequisites: Applicants to this course must be an officer (active duty CWO and above) or civilians (GS-11 and above), have completed the Port State Control Course (or equivalent), be PSCE certified, be assigned to a unit that conducts certificate of compliance (COC) examinations on cruise ships and have 80% of the FPVE PQS completed. Active duty Petty Officers (E-5 and above), civilians (GS-9), and Marine Safety Center personnel will be considered on a case-by-case basis.
All applicants must have the FPVE competency assigned in TMT.
Special Info: The CSNCOE will conduct the initial vetting of ETRs against the course prerequisites. CG-CVC-2 will make the final determination on which candidates receive a course quota. Due to the limited number of quotas available, it is vital that the appropriate candidates are selected. Questions regarding quota selections and substitution requests may be directed to the National Technical Advisor.
ETRs must include the following information:
- Percent of FPVE PQS completion?
- Y/N. Has the member completed the Cruise Ship Performance Guide or cruise ship industry indoctrination?
- Y/N. Has the unit deferred the prerequisite to attend the FPVE Course (up to 12 months)?
- Priority if multiple members from one unit are submitted. (i.e. Priority 1 of 2, 2 of 3, etc.)

This course is the same as the previously titled Advanced Foreign Passenger Vessel Examiner (AFPVE) course. Enrollment into the FPVE course is not necessary for those who completed the AFPVE course after January 2009.
