Requesting a Duplicate Certificate of Documentation (COD) Due to Non-Receipt
Customers have 90 days to notify NVDC of non-receipt of a COD. To allow for a reasonable time for delivery, do not consider a document lost and request a replacement until at least four weeks after issuance. COD issue dates can be found here: USCG PSIX Search Page
Requests for duplicate CODs due to non-receipt must be accompanied by a signed statement from the owner with the proclamation: “No COD was received; address used at time of application has been verified and is still valid.” If an agent is involved, the statement must be signed by BOTH the agent and the owner and the agent CANNOT sign on behalf of the owner. Requests that do not include a signed statement from the owner will be deleted and will not receive a response.
Notifications received after the 90 day period will require customers to apply for a replacement via CG-1258 APPLICATION FOR INITIAL, EXCHANGE OR REPLACEMENT OF CERTIFICATE OF DOCUMENTATION; REDOCUMENTATION, and include a $50.00 application fee.
Change in Requirements for Original Build Certificate
Beginning January 1, 2023, the National Archives and Records Administration (NARA), will no longer be accepting paper records, in alignment with their goal for digitization of records (Strategic Plan 2022-2026 | National Archives). This change in process includes acceptance of paper records generated by the National Vessel Documentation Center (NVDC).
In preparation for this change, NVDC is pursuing a technical amendment update to 46 CFR 67.99(a), which currently requires vessel owners to submit an Original Builder's Certificate with the Application for Certificate of Documentation (COD).
Beginning July 1, 2022, NVDC will no longer require the Original Build Certificate be sent via USPS (FedEX, UPS, etc.). Copies properly executed (including those with digital signatures) will be accepted. This is a positive change that should relieve some of the burden on vessel owners, while affording preservation of the original documentation.
Expanded Online Ordering
As part of the United States Coast Guard (USCG) National Vessel Documentation Center’s (NVDC) continuous process improvement effort, NVDC is pleased to announce rollout of an expanded online ordering system, expected to be launched summer of 2022.
The new eStorefront, accessible through NVDC’s website ORDER PRODUCTS ONLINE, will provide customers with an efficient means to electronically apply for products directly with the USCG NVDC. Customers can securely apply for a multi-year (one, up to five year) Certificate of Documentation (COD) for recreational vessels, one-year CODs for vessels with commercial and/or registry endorsements, or request an Abstract of Title (A/T) and/or Certified Copy of COD (CCOD).
Not all products and services offered by NVDC will be immediately available; additional enhancements are planned to rollout in phases over the next 12 months. During the transition period, customers can still visit pay.gov directly to order one year CODs, A/Ts and CCODs.
Recreational vessel owners who wish to apply for a multi-year (1-5) COD may do so by submitting CG-1280 CERTIFICATE OF DOCUMENTATION APPLICATION FOR RENEWAL and making payment ($26.00 per year requested, not to exceed $130.00 for a 5-YR COD) by:
- Credit card, via CG-7042 Authorization for Credit Card Transactions. Annotate fees paid for in block marked ‘Other’; OR
- Check or Money Order made payable to the U.S. Coast Guard. Annotate Official Number and number of years selected in memo line.
