USCG: IMO Subcommittee on Human Element, Training & Watchkeeping (HTW)

Summary
Under the direct instruction of the Maritime Safety Committee (MSC) and as may be requested by the Marine Environment Protection Committee (MEPC), the Sub-Committee on the Human Element, Training & Watchkeeping (HTW) considers matters related to the following subjects:
- minimum international standards for training and certification of seafarers;
- principles of safe watchkeeping;
- maritime safety, security, and environmental protection culture in all ship operations;
- review of the principles of safe manning of ships and training issues related to the human element taking into account technological, organizational, and social developments;
- promotion of awareness of lessons learned from the analysis of accident and incident reports and information;
- review, updating and revision of IMO model courses; and
- co-ordination with relevant UN bodies, IGOs and NGOs on international standards related to the training and certification of seafarers

Previous Sessions
At the end of each HTW meeting, a final report is prepared for submission to the Maritime Safety Committee. The final report provides a record of the issues discussed and actions taken by the Sub-Committee. The final reports of the most recent HTW meetings are provided for your reference:
