The Mariner Credentialing Program Policy Division (CG-MMC-2) in concert with the National Maritime Center (NMC) performs the mission of developing policy and appeals affecting the credentialing of U.S. mariners so that they are compliant with domestic or international standards set forth in Title 46, U.S. Code, Title 46, Code of Federal Regulations and the International Convention on Standards of Training, Certification & Watchkeeping for Seafarers (STCW) 1978, as amended.

 

Primary Functions:

  • Develop and maintain policy and guidance for the maritime industry regarding personnel qualifications, licensing, certification, and manning.
  • Coordinate the U.S. implementation efforts with respect to the International Convention on Standards of Training, Certification & Watchkeeping for Seafarers (STCW) 1978, as amended.
  • Supports the Merchant Marine Personnel Advisory Committee (MERPAC) and the Merchant Mariner Medical Advisory Committee (MEDMAC).
  • The final appeal authority for matters concerning credentialing.
