The Traveling Staff is a specialized group of senior marine inspectors overseeing the commercial vessel fleet from small passenger vessels to deep draft ships. They provide field commanders and marine inspectors with consult on a range of issues from repair to policy implementation and regulatory compliance. The Travelers also provide direct feedback to guide Prevention Program policy and direction, regularly handle vessels of particular concern, and act as industry advocates to broker inspection issues while working to solution.

Traveler Mission Focus:

  • Assist Officer in Charge, Marine Inspections (OCMI), Prevention Department Head (PDH) and Chief, Inspections Division (CID) to ensure vessel compliance.
  • Serve as an on-call, traveling technical resource to assist field units and staff elements as well as industry with any vessel or vessel operation that is deemed unique, high risk, or of special interest.
  • Participate in Alternate Compliance Program (ACP)/Maritime Security Program (MSP) examinations to ensure consistent application of the regulations.
  • Oversee SMC and DOC Audits to ensure consistent application of the ISM Code.
  • Oversee 3rd Party Inspection Audits to ensure compliance with applicable laws, regulations and CG Policy.
  • Participate in MMS Audits to ensure the consistent training of Marine Inspectors and serve as National Verifying Officers (NVO).
  • Engage with industry/Other Government Agencies (OGA) on vessel compliance issues.
  • Vessel Casualty technical support as directed.

Training and Development Mission Focus:

  • Provide direct assistance, support, consultation and advice on training, HPT and workforce development activities and issues to CG-5P-TI and the NCOEs.
  • Assist prevention program and interact with FORCECOM as needed. 

NCOE Mission Focus:

  • Directly assist the Assist Officer in Charge, Marine Inspections (OCMI), Prevention Department Head (PDH) and Chief, Inspections Division (CID) to ensure vessel compliance.
  • Provide SME as a specialized force multiplier.
  • Manage and coordinate “C” Schools; train/qualify Marine Inspector/Industry Personnel.
  • Provide consult & technical advice to the Marine Industry and Coast Guard within area of specialization.
  • Create/Provide training opportunities; act as NVOs; and serve on Qualification Boards.
  • Provide SME support for the development of PQS, TTP, and policy.
  • Engage with industry/Other Government Agencies (OGA) on vessel compliance issues.
  • Vessel Casualty technical support as directed.
  • Provide 3rd party oversight and approval.
