David E. Porco is the Training and Development Coordinator for the Traveling Inspection Staff (TI), a position he has held since July 2022. As an Advanced Journeyman Marine Inspector (AJMI) and instructional expert, he is the primary link between prevention policy (CG-5P) and training delivery (FORCECOM).
His key responsibilities include:

Enhancing Proficiency: Driving knowledge and skill development throughout the Marine Inspection community.

Ensuring Continuity: Aligning training standards between the National Centers of Expertise (NCOEs), the Marine Inspector Performance Support Architecture (MIPSA), and USCG Training Center Yorktown.

Expert Guidance: Serving as a subject matter expert for the FORCECOM Training System and all related instructional design.
With over 37 years of military and public service, he has a distinguished career with the U.S. Army, U.S. Coast Guard, and as a Coast Guard Civilian. Before retiring, he was one of only two Chief Warrant Officers ever assigned to the Traveling Inspections Staff as a Traveling Inspector with CG-5P-TI. He also served as the Marine Inspections and Investigations Assistant Administrator for the USCG Port State Control Course at Training Center Yorktown, where he trained new Port State Control Officers. He has also been an instructor for the Marine Inspections Course (MIC), and an adjunct instructor for both the International Maritime Officer Course (IMOC) and the International Maritime Domain Awareness Course (IMDA).
David holds an Associate's degree in Electronics/Instrumentation (2006) and a Bachelor of Science in Administration/Management (2007) from Excelsior College in Albany, NY. He furthered his education with an MBA Graduate Certificate in Strategic Leadership from Trident University International in Cypress, CA, obtained in 2007.
