Domestic Port Security Assessments Division (CG-PSA-2)
Under the Coast Guard’s Deputy Commandant for Operations (DCO) and Assistant Commandant for Prevention Policy (CG-5P) the Domestic Port Security Evaluation Division serves as program manager for domestic port security Maritime Security Risk Analysis Model (MSRAM) and Port Security Resiliency Assessments (PSRAs) in support of the PWCS mission and supports DHS and other government agencies in policy and program management for related assessments in support of national security initiatives
Maritime Security Risk Analysis Model
Initially designed in response to the post-9/11 threat landscape, the Maritime Security Risk Analysis Model (MSRAM) was developed to assess and analyze terrorism threats to the marine transportation system (MTS) . To address these emerging threats to our critical infrastructure, and other key resources, the US Coast Guard (USCG) relies on MSRAM to conduct comprehensive risk analysis on maritime critical resources and key assets (MCIKR). The data generated by MSRAM informs strategic and operational risk management decisions, at both the field and national levels, ensuring USCG resources are strategically allocated to mitigate the highest-priority risks.
Port Security Resiliency Assessments
The Port Security & Resiliency Assessment (PSRA) is a comprehensive terrorism vulnerability and consequence assessment of various critical infrastructure and key resources within the Marine Transportation System (MTS). PSRAs support the U.S. Coast Guard’s Ports, Waterways and Coastal Security (PWCS) mission to protect people and property in the MTS by preventing, disrupting and responding to terrorist attacks, sabotage, espionage or subversive acts.
