Captain Moberley serves as Commander, National Strike Force (NSF) and Commanding Officer, National Strike Force Coordination Center (NSFCC) in Elizabeth City, NC. The NSF is a functional deployable specialized forces command with global responsibility. The NSF is headquartered at NSFCC and consists of the Public Information Assist Team (PIAT), Coast Guard Incident Management Assist Team (CG-IMAT), Atlantic Strike Team (AST), Gulf Strike Team (GST), and Pacific Strike Team (PST). In her role, she provides rapidly deployable technical experts, specialized equipment, and incident management capabilities for lead agency Incident Commanders and Federal On-Scene Coordinators for the most complex response and preparedness missions while minimizing the adverse impact to the public and the environment from natural and man-made disasters.

Her previous assignments include serving as the Atlantic Area Planning Branch Chief, where she implemented National, Departmental, and Service strategy into operational plans and exercises, requiring coordination with the Department of Defense, international partners, and other governmental agencies. Captain Moberley’s field assignments include: Deputy
Sector Commander and Response Chief, Sector Sault Ste Marie; Incident Management Division Chief, Sector Lake Michigan; Command Center Chief, Sector Buffalo; and Deck Watch Officer, USCGC JARVIS. She also served as NSF Deputy Commander/NSFCC Executive Officer, and at Coast Guard Headquarters in the Strategic Management Directorate and Deputy Commandant of Operations’ Office of Budget Development. During these assignments, she was deployed in response to a variety of significant events, including the Deepwater Horizon oil spill response, the response to the sunken tank barge ARGO, Hurricanes Harvey and Irma, and the St. Simons Sound Incident response to the capsizing of the motor vessel GOLDEN RAY.

Captain Moberley's personal military decorations include three Meritorious Service Medals, four Coast Guard Commendation Medals, and three Coast Guard Achievement Medals. She holds certifications as an Incident Command System (ICS) Type 1 Incident Commander and Type 2 Planning Section Chief.

A native of Middletown, Connecticut, Captain Moberley was commissioned in 2000. She holds a Bachelor of Science in Operations Research from the United States Coast Guard Academy, Master of Science degree in Computational Operations Research from the College of William and Mary. She and her husband Mike have two children, Reed and Megan.
